Special Attributes of Cagamas Debt Securities
Cagamas was established in 1986 as a result of the initiatives
taken by BNM to support the national home ownership policy and to
spearhead the development of private debt securities market in Malaysia.
The initial regulatory treatment accorded to Cagamas debt securities
acted as a catalyst to kick start the development of private debt
securities market. With the support received from BNM, including the
regulatory treatment for Cagamas debt securities, Cagamas has successfully
established itself as a primary player in the capital market and grown from
strength to strength over the past 17 years. In addition, the domestic
private debt securities market has displayed exemplary growth and has been
underscored by a series of notable highlights, namely, regulatory
consolidation, the unveiling of the Capital Market Masterplan and the
advent of asset securitisation.
Hence, to further enhance the efficient functioning of the bond market,
BNM had on 3 September 2004 revised the regulatory treatment for Cagamas
unsecured debt securities. The revised regulatory treatment includes the
reclassification of futures issues of Cagamas unsecured debt securities
from Class-1 to Class-2 liquefiable assets and the abolishment of
compulsory bidding for the securities by the Principal Dealers. The revised
regulatory treatment for Cagamas debt securities is only applicable to
Cagamas debt securities issued with effect from 4 September 2004. Previous
regulatory treatment accorded to the Cagamas debt securities issued prior
to 4 September 2004 will remain effective until these securities are
redeemed.
The revision of the regulatory treatment for Cagamas unsecured debt
securities reflects BNM’s recognition of Cagamas’ maturity and confidence
in its ability to continue to play a pivotal role in the development of
the capital market on a more competitive basis, in line with the ongoing
liberalisation of the financial and capital market. Following this revision,
the road ahead will undoubtedly be more exciting and challenging for Cagamas.
